ICS (Import Control System)

Are you ready for the import control system that will start on 01.04.2025? These actors include postal operators within and outside the EU, express cargo transportation, air cargo transportation, maritime, rail and road transportation, certain end recipients within the EU borders, and logistics companies. In this respect, all exporters outside the Union, including Turkey, who send goods directly to the EU or in transit from the EU to another country will be affected by the system. Within the scope of the system, if the data required by the EU is not entered, the transportation-related transactions will be stopped at the EU border, the customs procedures of the goods will not be carried out, insufficient declarations will be rejected, or measures that will disrupt the flow of trade may be taken. The system is implemented in three versions according to the scope and type of shipment. Version 1 for air cargo transportation preloading and air mail transportation preloading is currently implemented at EU customs as of March 15, 2021; Version 2 for air general cargo transportation and air transportation and mail transportation is currently implemented at EU customs as of March 1, 2023. The operational process of Version 3, which covers maritime, road and rail transport, started in 2024 at EU customs for shipments subject to maritime transport, and the transition to the system for road and rail transport is planned to start on 1 April 2025.
